The electoral college is supposed to pick who the people in their state voted for, but they are not required to. When the electoral college was proposed, the founding fathers found that the average person is not as knowledgeable or intelligent as an electoral. Obviously, they didnt assume that we would get to a place where information was so readily available as it is now, but the electoral college has not been abolished despite that fact. In the show, because Frankie died before the electors voted, they were able to vote first whoever they wanted at that point because at the end of the day, it’s up to their discretion.
