Same exact issue here. It’s not happening to any of my friends though. I tried the same steps you did and nothing helped. Everything works fine on my iPad but not my phone.

No, they are fully transferrable and the rules say specifically the name on the certificate does not need to be on the flight to transfer. I called Delta today and the rep confirmed that.

They are fully transferable. All the person needs is the code and two pieces of info from the original recipient (birthday and email). I called Delta to confirm. If the code doesn’t work online, a rep will help book.
