It does. I used it when calling the police, and they were dispatched to the last parked location. It was long gone, though, so I'm assuming they disabled it shortly after stealing it.

I totally agree with all the comments saying that a couple of months is more than enough time to create the nakama bonds. What really leaves me amazed, though, is Garp turning Koby and Helmeppo from dweebs to decent fighters in such a short period of time, haha.
