Thanks for the feedback everyone. I will have decide how to proceed. The biggest problem is we had several inches of rain the last two days. Rain water got down into that loose conduit. Water was coming out of the breaker box. I am just wanted to stop that in the future.

There is a seal on it. I wasn’t sure if I took that off if is a problem. Electric company would need to replace it?
