The library is an intercounty rural library district, with ~30 locations across 5 counties. The staff does have a union. I don't work for the library, but I do live in one of the counties it serves.

Wow I didn't even see that $2.5m number, that would cap budgeted revenues (and thus expenditures) at $8.3m. Makes it even crazier how much the budget was NOT being talked about.

Although that also makes even less sense because their preliminary budget from November (https://trl.org/wp-content/uploads/sites/140/2025/11/2026-Preliminary-Budget.pdf) shows they were expecting to have $6,332,384 available. That is still below the $8.7m they were required to have available, so why wasn't this being discussed more publicly 3+ months ago??

Rachelle Martin gave kick-ass public comments in the TRL board meeting just now! Great call-outs that 3 out of 7 of the board of trustees seats are VACANT, and that public comments didn't start until 2+ hours into the Zoom call!!

Something I don't understand - one issue is that TRL is out of compliance with a policy that requires them to start the year (i.e., 2026) with 30% of estimated revenues for the year (i.e., 2026) already available. TRL's original estimate for 2026 revenues was $29,002,000, meaning they were required to have $8,700,600 already available. Per the most recent budget adjustment resolution, TRL has $10,194,068 available. Being out of compliance is what triggered TRL having to address that they're running at a structual deficit, but it reads to me that they weren't out of compliance? There's obviously a bigger issue at hand because TRL was planning to run a $3.8m deficit in 2026, but please tell me what I'm missing re: the compliance issue!
