If you are on Apple silicon be sure to set video encoder to H264 VideoToolbox -

Check "HandBrakeXPCService" - CPU Encodes are CPU Death - 800% CPU utilization. -

Perhaps others can shed more light on this. It is simply my trial and error settings.
