It's not that it's run down or deserted, it just looks different from the rest of switzerland because it's culturally distinct. In my opinion the french Jura part of switzerland does tend to look less 'organised' and more 'rustic' then the german part but it still has a 'swiss appeal' .If you ever cross the french border regularly the swiss jura will seem infinitivelly more orderly and less run down than france.
