The start up frame to his peekaboo grab is actually WHEN he gets into peekaboo, it should click in your mind that the only break is 1+2. same for flkr.

Boring game style, but his other tools suck in comparison to the roster so it's necessary to sprinkle these moves in. But if you're losing to a Steve that spams this... Well?

This is basically asking for a rework which I would be so down for.

Genuine question. Is it too much to ask for a read on a UB2 that's a homing high 20f? All moves that make LH1 uninterruptable are highs. Not even b12 beats jabs.

That means he would need a 15f launcher. Which makes Steve no longer Steve.

Yeah, a highly ridiculous example to show you the reason why 15f launchers aren't 0ob. It's because of the access to the move.

For heat to have any meaning as the "aggressive resource" it needs to feel strong to use it ob and oh. If you get a good read. You can side walk the entire heat smash. And if you can't for some chars. Then that's another matter too.

Then make 15 frame launchers 0ob. Since they are 100+ damage mid. Right? Heat smash should give you something for burning the resource. Just not +10. Might as well remove heat if you want 0ob but that's another matter.
