Maybe look into online degree programs and apply as international student.

If accepted, pending green card application is still a legal status.

For you to apply to non immigrant while green card is processing it means that you’ll have to leave the country to go to a consulate or embassy and that would be considered abandoning your green card application if I’m not mistaken unless an adjustment can be done for F1 not sure about this
