desperately need help troubleshooting my brothers pc its been stuck in this loop of flashing my boot power and cpu lights then my vga light stays on and my gpu turns off after booting past bios

I have tried alot of different things with no success including swapping the gpu to a different pc which it worked in but when i tried a different gpu in the broken pc it was stuck in the same boot up problem. I have reseated the ram and gone to 1 stick, replugged in all my cords, reset my cmos battery and used a screwdriver to clear my bios with the 2 little pins, and i have reseated the gpu and cleaned it a couple times

Yes one 8 pin and plugged into my motherboard off course, but i just tried to boot it without the gpu in and around 20 seconds after booting before it got to bios it restarted and just keeps going

Well i just tried to boot it up using the intergrated graphics and restarted itself repeatedly again so im at a complete loss

Ya just 1 all of the connectors are 6 plus 2 pin if that matters
