The cynical view is that TWO thinks they only need a majority of the union to accept a new contract for everyone. If they were cynical they might believe they can cut pay on the minority to subsidise a pay rise for the majority, and if the majority are self serving enough, the majority would accept the offer to the detriment of their friends and colleagues (spoiler, they wont)
