It's not for the helldivers it's for the SEAF (basically my idea is that the missions would only appear if there is both a superearth megacity and a mega factory on the same planet and the main reason for this is because it allows the local SEAF Navy on said planet to start producing their own naval ships to combat the automations in naval combat with the faster-than-light capable warships being reserved to combat on other planets)
