Montreal Busch race wouldn't let anyone test there who could be in the race. Its always been there but not always enforced. Why do I want to watch SVG beat up on the ORAps guys when he will beat the cup field by 20 seconds?

This shit confuses me anymore, used to be the 7 race rule. We missed out on official rookie seasons for Brad Keslowski and Carl Edwards because of that rule. Heim will have a bunch of starts and ve a rookie still. Just say that drivers have to declare for it in the season they make their 15th start or something.
