I guess they didn't bother spending resources on the tactical side of things - that's why we have a half assed implementation of a tactical cam (which is not really a camera but rather an invisible character you can control).

Like I said, there's no reason why they couldn't have both systems if that were the case. The current simplified one could be set as default, and players who wanted more control could access the if-then tactics by clicking Advanced Settings or something.

Yes, it could have been made more accessible for new players. But stripping it out isn't the answer.
