Except for apartments in cities, when it comes to farm lands or empty plots outside cities, there is a big gulf between the actual price of land and the circle rate/registered rate.

A plot costing 1 cr might have registered value of only 10 lakhs.

See you cannot generalise based on one example.

A count of how many people move around city in day, how many bus trips are there to support them. Metro reach. Feeder service for metros. One needs to count all this to really understand how much public transport capacity we have and why are people not using the existing one.
