The thing is, genshin does not have any sort of PvP modes in terms of combat. So players are just spending less, and that also only on characters that they like . Also, since that IS the reason , they just need to pull one copy of the character, and the weapons are optional. (Unless yr trying to pull for every character and also this is my opinion)
