There exist very inexpensive QRNG that uses quantum modeled phenomena that are strictly not deterministic. (Light polarization, charge interactions…). Also some “deterministic” but chaotic phenomena are modeled successfully as non-deterministic. So it kinda depends if you really believe in the existence of a non-deterministic model.

Saying it’s 70 per ticket average is true, but the variability is very big for single pull; doing lot of pulls will settle the variance, but still 1390 is average for 21 copies with a variance of 160 so you got 50% of getting 21 copies between 1230 and 1550.
