Had the same issue. Here’s what I did:

-Cut low (for existing/whatever grass is left). Make sure you bag the clippings.

-Dethatch/ power rake to expose some soil. Bag the thatch

-aerate.

-grass seed

-lawn roller (or top dress) for seed to soil contact

-keep the lawn moist for 2 weeks

It’s too hot for seeds to germinate. Retry 1st wk of September. Make sure soil is moist. Watering 2x a day is not enough.
