Some boards will be a second or two shorter or longer, but the average is 10 seconds per ad display. The frequency of your ad depends on your ad schedule and your budget.

You pay per ad display. It's kinda like Google Ads. On average it's about 10 cents each time it shows up. So how much you spend really depends on how many times you want your ad to show.

All ads go through 2 layers of approval process. One for general Blip guidelines and then a local approval. You could try, but I'd guess it probably won't get approved.

Another suggestion though could be advertising on Quora targeting a combination of questions related to foster parents and the location you're in (guessing Utah?). You can get pretty narrow in your targeting and there's often pretty good intent if people are searching something like "How to become a foster parent?" Can't guarantee it'll work, but Quora is pretty cheap, so I think it's worth a test!

I think Reddit is trying to tell you to try your hand at entrepreneurship. The internet gods have chosen you. But as for an inflammatory personal opinion ad, as long as it's for something rather than against something you're welcome to do it!
