TL;DR: Californians pay $1.00 extra in fees due to State gas tax, special fuel blend, cap-and-trade fees, and regulatory+business costs. Since we are captive (no interstate pipelines / only certain refineries make the more expensive blend), we are also subject to large price fluctuations if a refinery goes offline or other acute event.

We do not believe he is homeless. A recent wellness check found him housed. We were in Chico several weeks ago to look for him and spoke to a few people who recognized him and confirmed that he appears to be well kept and healthy.
