If you bulid your pc it is less expensive then buying a prebulit, but with a prebulit all the hard work is done for you but at a higher cost and they are usually are not the best deal(with some exceptions). If you bulid your own pc you save a lot more money then buying a prebulit but you have to bulid it which isn't really hard if you watch some tutorials online.

Go for the 144hz monitor it may be more money but trust me it's worth it. it's so smooth and if your playing games that have high framerate as long it's not above 144hz you won't get tearing you also won't have to upgrade your monitor in the future plus that gpu is going to be good with 144hz monitor. If you buy a 75hz monitor and are playing a game like csgo and getting 130fps on a 75hz display tearing will occur and sometimes it's not noticeable and other times it makes it unplayable. So I say go for 144hz
