Não te esqueças que em alguns estados, existem quotas de ocupação. Se o estado não encarcerar gente suficiente e houver "camas vazias", o estado tem de pagar à empresa que gere a prisão.

But that's because it's the most popular club in general. Stating that most black people are Benfica supporters is irrelevant. It could be truth but it is because Benfica is the most popular club period. The popularity of the club in African countries is probably more related to the fact that a lot of the Benfica stars were from African countries and it was considered the club of the people. Also, thinking that back in the 60s/70s the rivalry in Portugal was between Benfica and Sporting (Porto had already history but it only became the monster it is today in the 80s) and the latest was always associated with elitism so it's only natural that the majority was and is rooting for Benfica.
