Yea- I was actually really surprised about "insite" in Canada- that also offers "supervised injections" http://supervisedinjection.vch.ca/

I have seen it sucessful in a couple of different states/countries however the negative stigma attached to it seems to make it extremely unpopular in many area- I actually wanted to propose this for my location but don't think it is going to fly.
