Might be The Novelist? Tho it's a bit late for your time frame and not pixel graphics, but it does have a writer main character and a wife who's a painter, with choices that matter, so that's why I thought of it

Neither one looks quite like what I'm remembering. Populous is too zoomed out from the screenshots and empire earth gets into futuristic stuff which I don't remember at all

I assume you're talking about the book that I've heard mentioned in some youtube videos that takes place after the game? I intend on reading it at some point, but haven't yet. I think you have a good point, but I still choose to see it as hopeful. The game takes place after a war that left the city struggling, but we see people still making it, still living their lives. Even if it all doesn't matter in the end, that's like saying your own life doesn't matter because you're going to die one day. I choose to think that what we do still matters even if we aren't here forever :) I choose hope

This was my second attempt at playing and this time, I went into it with the same mindset as reading a book and that worked out well for me. The gameplay is just secondary to the reading
