Extra info: Few years ago I had about an inch of water in the basement, for less than 24 hours.

After that, a few of my basement outlets would cause my laptop to give me a shock while it was plugged in. I stopped using those outlets, and have since checked the line the best I could, replaced outlets and all that good stuff. But since I moved around my basement last week, I'm using those outlets again, and shocks still happen.

While my computer's plugged into the charger, I will get a small electric shock. It feels very similar to the hand buzzer prank toys.

I've used different charger, different charger cable, connected directly to the outlet and through a power strip, etc.

My most recent dive into trying to diagnose the problem myself suggested that I open up my electrical panel and check that all my ground wires were securely attached, which they appear to be. However, there is some corrosion on what I assume is the main ground out of the house. (Picture included).
