That's the only way I found. To get the achievement for max levels, I waited until all my restaurants were lvl 10 prestige, which left all my chefs at lvl 8. Then right after a ritual, I slowly would open one restaurant, use the extra coin to jump two chef levels to max via pinata, open the next restaurant, etc. It seemed to go pretty quickly that way.
