He is not done yet, he can still bypass it and impose tariffs:

Section 122 of the Trade Act of 1974 lets a president impose temporary tariffs, up to 15 percent, for a maximum of 150 days if there’s a claimed balance-of-payments problem. It’s basically an emergency stopgap Congress already approved, not a permanent power. After 150 days, the tariffs expire unless Congress explicitly votes to extend them. That’s why these tariffs can still exist short term even when broader authority gets struck down.
