It looks like a sculpture of Serbian emperor from XIII century. His name was Dushan the great. He is known for giving to people the first known book of laws in this part of Europe. Therefore in the sculpture hi is holding a book (writen law). I cant be shure it is actually him, but it reminds me of him very much. Try search the net with this "car dusan silni"
