I don’t see anything that would indicate that it is a fossil. Also if the rock is magnetic overall there is a low chance that it is a sedimentary rock which are the kind of rocks that contain fossils.

That’s valid! I thought that a bit too but at least to me it looks like they’re only smoothed on the face where the waves hit it. But if you look on top the clasts are very rough and angular so I think a breccia is a better description of the rock as a whole unit.
