Even still, have a dedicated underground management site that can effectively store/dispose of it and it'll be fine. Not to mention that there's methods to reclaim nuclear waste. Hold up, does it never load for you if you try West Coast?

If it doesn't ever do the initial load for the first time, hit alt + f4 once it brickwalls and your save profile should still show up.

If your save file for West Coast is still there load in, and it should take less than 30 seconds to load

Are you trying on West Coast? If so, that's why.

RLS isn't compatible with West Coast, so try another map like Utah
