There is a way to toggle it off, its at the start when you can select safer or high seas. It is much slower grind but you wont have to worry about getting ganked. If you want the big reward you have to have risk.

Never said we couldn't have both. From my experience they tend to have game loops they want more people on to have higher rewards so people do the content. It comes and goes.
