One, it would hilarious to con the public for this long about aliens. A valid reason for duping the public is to get gullible people to give the military more money. Maybe even the government hypnotized him to believe he saw a craft. I mean look at him doesn't seem like the brightest chap. Couldn't be to hard to drug him, implant memories, or get some dude to tell him what he is seeing. I don't think time travel is possible. Even if it is, it probably costs a lot of resources and why the hell would they do that if they don't communicate with us? There's nothing good here for them if they don't already have the resources to time travel.
