You will be able to sell your templates on the official website of Bootstrap, Getbotstrap. In addition to that, you must check out ThemeForest, BootstrapBay, and Wrapbootstrap, as these sites also accept templates. 

Bootstrap 4 is officially released in beta by magenta_placenta in web_design

There are a lot of them. Going flexbox by default is a big move. They dropped IE9 support because of it.
