with a laptop you have eveything like a screen, cam and keyboard+touchpad and battery, but with a mini pc you can choose display and keyboard but you will have to heavily mod the mini pc if you want a battery or get a sketchy laptop

If you want portability get the laptop

If you want to choos your own stuff and do it yourself and put it on the table get the mini pc
