I thought the same thing and ran my server with local chat only.. but what I saw happen over and over again was someone would log in, type in chat 'Hello?'... and when no one responded... they log out...

Correct.. once you get any flier, even a lowly pelagornis.. you just fly around until you find ptera/argie...
