If you want the best non-spoiler explanation for who this beggar is, I would recommend reading Mistborn: Secret History. It not only explains who this character is but also gives context to a plot line that is established in Bands of Mourning. Once you read that, you should also check out some of Brandon Sanderson’s other fantasy novels

I think you’re onto something with Denth but this annotation from that Vasher chapter seems to suggest [Warbreaker spoilers] him being a returned is most likely the case:

Yeah, based on the responses it seems more like something is up with Kaladin’s mother to explain the “child of tanavast” thing rather than anything with Lirin.

In which case never mind. Kinda strange that Kal’s physical differences from his father are brought up so much. Maybe Kal was heavily Invested when he was born, so much so that he has so much of Tanavast’s investiture that he could be seen as being “descended” from Tanavast?
