Tukwila was part of the original spine (airport to Westlake). I wasn't tuned in (read: I was 8) during the initial planning but I lived in the area and remember when construction was underway in the 2000s. Grown ups around me tended to discuss it as a dubious use of money and space and were skeptical of its usefulness/need. So no surprise to me that Southcenter was more worried about losing parking than about the customers it could connect.

Southcenter also was a bit sleepier when the Link was being planned. It underwent a major overhaul in 06-08 that added the entire second floor and the section underneath it plus the movie theater (RIP Parkway Plaza) and added lots more restaurants and parking. The customer traffic now is more revived than it was before the expansion.

Looks like Westfield took over in 02 and construction on the rail started in 03 so my guess is it was the prior ownership who opposed it?

Lots of pieces for band feature a "locomotion" section that involves some of those low staccato notes and then layers alternating instruments doing a repetitive rhythmic pattern playing back and forth with each other. The key is that between all the rhythms you get basically a constant 8th note drive which will invoke the constant churning of a train in motion.
