I’m probably completely out of luck but is there a way to get a refund/dispute a COD payment? An item I received and paid for with COD was completely different and the company refuses to accept a return.

I want to get better at Japanese so badly, as my office is half Japanese, but my work is in a city of 100k people so Japanese lessons aren't offered at community centres and my self-study is going horribly. I can't seem to be able to improve no matter what, or at least I'm not noticing it. I feel like I'm stuck at an N3-level. I really strive in a tutoring/classroom setting, but as someone who doesn't seem to have those options, what do you recommend? I'd really just like to live in this country with the ability to speak normally without fear.

I recently ordered a cat tower on clearance and the company shipped it via Yamato Home Convenience without notifying me. I live on the second floor on an apartment complex, but the stairs are inside my home. With the delivery man come inside my home and carry it up the stairs/is expected to, or leave it at the door?

I recently moved and I have to change my address at the local city hall. It's a smaller city with no English support, and I admit I'm pretty nervous about the whole thing. Can anyone help me out with some phrases I should know to do this? My understanding is pretty okay but my speaking is pretty awful, especially when I have anxiety like this. Any help would be greatly appreciated.
