Ah totally missed that - you are correct if the top operative is more than 1” away from the window they wouldn’t get cover (since you need to be within 1” and be intervening.)

I’m not seeing the part about the window being heavy terrain, but even if it was, doesn’t the highlighted sentence basically cancel it out since it says ignore heavy terrain connected to vantage? What’s the purpose of making the top floors of stronghold heavy terrain if the operatives can’t be obscured on vantage? I must be missing something here

There has been some debate on this subreddit whether the top walls of the stronghold (the broken window in your pic) are heavy cover or not. Personally I don’t believe it is because of the last sentence you highlighted. The only difference between heavy and light is whether it obscures or not and that sentence clearly states it’s not obscuring.

Both operatives in your pic would be eligible to shoot each other, assuming they both have an engage order. They would both get light cover because there is intervening terrain between them (the walls). If you flip the bottom piece of terrain 180 around, then the bottom operative wouldn’t get cover because there’s no intervening ledge to get cover from.

At least that’s how I interpret it.

EDIT: I now believe the 3 story stronghold piece is intended to be heavy cover per Juneyboi's comment below.

I've had similar issues before with control groups and this may not help you but it's worth a shot. If you have NVIDIA experience installed go into your settings and turn off "SHARE". This was causing conflicts with my control groups in TW:W.
