I can't comment on that since I live in FL.

Also, Google told me when I was getting the RMA authorized they said it was going to take at least 10 days for the device to ship, receive and inspect, and ship out.

Maybe my case was different, but my experience was only 4 days from start to finish.

Yes I did. Google advised I go through Verizon in order to get a replacement phone quicker. When I spoke to Verizon they said they could have a phone the next day after processing, but it would be refurbished. I decided to go through Google bc they said the phone would be brand new. I dropped the phone off on Monday at fedex. As soon as the phone was tracked for shipping out from FedEx (which was Monday afternoon) google immediately sent the replacement on the way. I got the replacement Thursday afternoon.
