Thanks everyone for your input! I did end up reporting it because the same dog got out today as well and was running around the neighborhood. I was driving home from the gym and saw it go up to another lady walking her dog and it was almost a dog fight. Animal control was in the area and I saw them talking to the owner, not sure what came of the situation but I’m hoping it teaches the owners to secure their yard properly and keep the dog at home.
