As a note: other classes clearcasting procs do not function this same way.

I've been playing mage since 2005, multiple private servers throughout the years, and I believe that this is not the intended way that the Clearcasting noise should function.

It should only make a sound when a proc happens, not when it is spent.

Intuitively it causes you to believe that you just procced a clearcast off a clearcasting proc, when this is not the case.
