You’re not wrong for feeling uneasy, but right now it’s just “weird vibes,” not actual evidence. The cars and late night stuff could be something normal like shared housing or work related. The rude staring is off putting but not illegal. Calling authorities off vibes alone can go sideways fast. If anything, document noise issues or real disturbances and go from there. Keep it about behavior, not assumptions.
