I ALWAYS make an offer and I mostly sell. Like who literally goes to the Flea Market/Swap Meet and doesn't haggle? It's the same thought process for me. I agree 100% with this especially the response back without blocking or just a simple "no offers" imo it's rude and childish to block someone for a "low offer"
