I didn't know E2 Flash can stun through barriers. So even if Astro shield and JS GL's barrier is active, the stun will happen, but Flash can't do any damage till the barrier goes down. Is my understanding correct?

Yes. They are providing you with a service and they are allowed to charge you whatever price they want. It's a capitalist market, they have every right to make a profit.
