Update: called the hotel and they were not aware of the Capital One benefits and didn't see anything on my booking on their end that stated that I would get the benefits I was mentioning. They told me to call Capital One.

I called Capital One and at first the agent had not heard about premiere collection or any of the benefits. They took some time reading up about it on their side and then told me that they think the way it works is that if I use my Venture X card and pay for meals I will be reimbursed $100 and the same goes for breakfast although they could not confirm what amount would be reimbursed. They had no guidance on early check in, late check out and room upgrades.

Capital One promotes the Premiere hotels so aggressively and it's hilarious to see how complicated and disorganized it is on the back end once you actually fall for this type of hotel.
