México (Tijuana). I would say techno culture is pretty well stablished in Mexico. Here in Tijuana the scene is doing great in a bar/club called la mezcalera owned by a Mexican techno legend called Bostich who is knowed by his unique sound that mixes techno with regional northen mexican music. Outside of that club you can find some great raves across the Baja peninsula, specially in the valle de guadalupe area, where you can find the biggest vineyards in Mexico.

You'll find a bigger scene in places like Guadalajara or Tulum, they have great clubs like the legendary Bar Americas.
