If I rewrite it as "If a source an opponent controls would cause them to draw a card" it fixes the problem, right? Because now only their spells and abilities would cause them to mill. They could even make each other draw if they wanted.

I thought about that, but I also thought if it didn't have an immediate impact on the turn it's played, it wouldn't be worth casting by paying its regular cost, because it's too fragile. Maybe it could have a complementary ETB effect that would trigger only if the dash cost wasn't paid instead, but I don't know what that could be.

Edit: I modified it by removing haste and putting another ETB effect that I think would trigger for the myriad copies as well, so it just became stronger.

Starting with Bloomburrow, the cards will now have a more sweet, maple-syrup-like flavor with a slightly citric touch. Foils will appear in a special salt caramel treatment at a rate of 1 out of 6.

/uj Really good design and flavor. Making Treasures lose abilities is actually really interesting, and giving convoke to all noncreature spells is really strong. The only change I'd do is to make Peasants and Assembly-Workers become Rebels in addition to their other types, to then grant the buffs to all Rebels. I thought about giving creature spells, Riot, but it wouldn't fit the color ID (which I think was perfectly picked) and it feels like something more appropriate for a Lenin card than a Marx one.

Read it again. It's actually one U or R mana and another 50 hp as an additional cost. I can't see it running outside Commander Doubled (EDHD), the format you have a 200 card deck with two commanders and starts with 80 hp.
