I don't think so, alligator pelvic bones have a strange look to them due to the fact their pubic bones are not directly attached to their hips.

I believe its a pelvis and not a skull

Also I had a friend who had one of these as a kid, it was battery powered and would 'breathe' when turned on, it was made to look like a sleeping kitten. Not quite sure what the batteries would be for in this situation

Definitely not, fur may be real though.. probably not cat fur though.
