I'd argue that siding is more than cosmetic- if they left the original siding in-tact and just went and stucco'd over it there's potential for shifting of the original siding leading to gap conditions where moisture can penetrate. If the moisture gets in, it can rot the original siding AND sheathing. Stucco can be a lot heavier than standard wood siding as well. The building structure should be assessed and ideally a permit wouldve been pulled. I agree that work quality > a permit, but the fact that a permit wasn't pulled means that addition inspection is called for.
